Stewardship Assessment: Charting New Frontiers in Adamawa’s Growth. In the chronicles of Nigeria’s political leadership, few names resonate with the weight of purpose and the clarity of vision. His Excellency, Rt. Hon. (Dr.) Ahmadu Umaru Fintiri, Governor of Adamawa State, stands firmly among the rare breed of leaders to whom governance is more than politics—it is a blueprint for transformational change.From security to infrastructure, from education to healthcare, civil service reform to human capital development, his administration has not just ticked the boxes; it has rewritten the script of what purposeful leadership should deliver, creating a path for the future of governance in Adamawa state.
Since taking office on May 29, 2019, Governor Fintiri—fondly known as The Fresh Air Governor, Project Master—has driven Adamawa on a trajectory of accelerated growth, breaking old limits and setting new benchmarks in governance – setting his earlier 8 Point Agenda to drive growth in all sectors. His style is people-centred, strategically calculated, and deeply rooted in the belief that every citizen deserves the dividends of democracy.It has been a journey from vision to victory—securing communities, expanding economic opportunities, enhancing human capital, and modernising public infrastructure.
But this success story is not his alone. Great leadership is as much about teamwork and vision-sharing as it is about individual drive. From the home front, Her Excellency, Hajiya Lami Ahmadu Umaru Fintiri, through her Fresh Air Pro-Life Empowerment Foundation, has championed maternal health, girl-child education, and women’s economic empowerment—leaving visible imprints in both urban and rural communities.

Security — Restoring Confidence and Stability Across Adamawa
From the riverine communities of Numan to the borders of Madagali, Governor Ahmadu Umaru Fintiri has treated security not as a talking point but as a governing priority. His approach blends hard security support for federal formations, technology and logistics for rapid response, grassroots peacebuilding that brings hunters, vigilantes, traditional leaders, and youth into the safety net that result stronger deterrence, faster incident response, and renewed public confidence in both urban centres and rural/borderline communities.

Tight civil–military partnership - The administration has reaffirmed “unwavering support” to the military, especially the 23 Armoured Brigade, Nigeria Police and the multi-agency “Operation FARAUTA”, with “remarkable results” in suppressing criminality. This collaboration has targeted kidnapping, farmer–herder flare-ups, and gang activity (including the ‘Shila boys’). The Governor’s Standing coordination with federal services, regular engagements with Security Chiefs and others keep joint operations aligned with evolving threats, ensuring federal assets remain knitted to state priorities.
Turning Resources into Response Time - Fleet & mobility for the front line; The state has equipped federal units and community outfits with over 50 operational vehicles, 59 motorcycles, and logistics support—closing the mobility gap on difficult terrain and shortening response times in hard-to-reach communities. Adamawa under Fintiri introduced technology as a model to fight crime, procured drones and presented a surveillance drone to the Nigerian Air Force, integrating aerial reconnaissance into routine operations and border-area monitoring, rebuilding security infrastructure, one of which is the reconstruction of assets like the Gulak Police Barracks (Madagali) and support to improved the welfare of troops within the state.
Community Policing that actually reaches communities – The governor through the machinery of government, structured local participation. Beyond the formal agencies, the state has equipped and mobilised local hunters/vigilantes with operational vehicles, integrating them into area surveillance and early-warning networks under security-agency oversight.
Peacebuilding as Policy - In July 2025, following clashes in Lamurde LGA, the Governor moved from crisis containment to institution-building by inaugurating the Adamawa State Peace, Conflict Resolution, and Social Integration Commission—a campaign pledged with the responsibility to tackle recurring farmer–herder conflict and inter-communal tensions.
Executive Actions for Urban Safety - The administration has complemented policing with targeted Executive Orders and urban-safety measures. A good example is the restrictions on unsafe scavenging (Baban Bola/Kasuwan Bola) to cut petty criminality and environmental hazards that fuel disorder in the state.
Measurable confidence on the ground – Governor Fintiri as part of his commitment to safety and peace of the metropolitan towns, enforces visible pressure on gangs and street crime. Security partners and community actors has reported sustained pressure on groups like the ‘Shila boys’, with government backing for joint operations, a feat which is acknowledged in national reporting dailies and electronic media. While vigilance remains essential, the trendline favours safer streets for residence, especially in Jimeta and Yola town.
Farmers back to farms; Markets Alive. With better mobility, aerial eyes-on, and community buy-in, rural communities have seen steadier access to farmlands and trading corridors—crucial for livelihoods and food security. This is built and achieved on the same inter-agency posture credited by the military and other state’s partners, to create peaceful route and safer farms.
Why the Fintiri Security Model Works – The Fintiri model worked because it was conceived out of a willing and determine heart and executed by committed hands.
1. Joint Command Energy: Regular, public coordination with service chiefs and commanders keeps accountability high and response unified, with constant synergy among all actors, with government giving its all.
2. Tools that Matter: The governor never observed the wind when he wants to sow, not minding the cost, but the result, because no amount is too high for the cost of peace - Vehicles, motorcycles, and drones translate budgets into patrol miles and actionable intelligence for safer communities.
3. Community Legitimacy: The governor, through a well design and implemented programme, empowered community to secure their own land - equipping hunters/vigilantes and creating a statutory Peace & Conflict Resolution Commission, which anchors prevention where conflicts start—within communities.
4. Law and Order Backbone: The governor enforces executive authority to stamp beach of public peace and maintain decorum among residence - Curfews and Executive Orders are used judiciously and tied to concrete security assessments.
Security, world over is never “done,” but the arc in Adamawa is bending toward stability because Governor Fintiri has fused boots-on-ground with brains-in-the-loop—technology, logistics, and local wisdom moving in the same direction. As this series continues into other sectors, the constant is the same governing philosophy: practical investments, disciplined partnerships, and people-first peacebuilding in Adamawa State.
